STATEMENT Of the Prosecutor General's Office of the Republic of Tajikistan
As known, on July 29 2018 four foreign tourists were killed and two were seriously injured on the Kulyab-Dushanbe highway as a result of the attack.
On the same day, the Prosecutor General of the Republic of Tajikistan initiated a criminal case under Article 104 (murder) of the Criminal Code of the Republic of Tajikistan and Interdepartmental Staff was formed for the immediate arrest of criminals among the representatives of the prosecutor's office, police and national security officers, who initiated the necessary operational and investigative measures.
The investigation found that the crime was carried out by members of the terrorist-extremist organization - the former "Islamic Revival Party", residents of the Pyanj district Abdusamadov Hussein, Majidov Asomiddin, Safarov Zafar and residents of Nurek, brothers Yusupov Asliddin and Yusupov Ja`far, under cover of the so-called "Islamic state".
On July 28, 2018 the above mentioned persons found a group of foreign tourists in the territory of Vose district following on bicycles in the direction to Dushanbe with the purpose of killing foreigners and took them under their supervision.
On July 29, 2018 at approximately 3:30 pm, when 6 foreign tourists on bicycles reached the Safobahsh village of the Dangara district, the criminals deliberately hit them with a car, then severely injured their vital organs with knives and an ax, then disappeared.
As a result of this particularly serious crime, US citizens Austin Jay and Geoghegan Lauren Anne Munoz, Dutch citizen Wokke Rene Willem and Swiss citizen Hammel Marcus were killed, and Swiss citizens Diemand Marie Claire and Postma Kim Iris were taken to the central hospital of Danghara district.
As a result of carried out operational search activities and active assistance of the population of the Lohur village, the location of the criminals was found and at the night from 29 to 30 July 2018 the leader of this criminal group Hussein Abdusamadov was found and detained, and four other of his accomplices - Majidov Asomiddin, Safarov Zafar, Yusupov Asliddin and Yusupov Jafar were eliminated during the detention because of provision of armed resistance. A car and weapons of the crime they committed was confiscated from the criminals.
The investigation also found that the criminal group under the leadership of Abdusamadov H. committed this horrible crime at the direction of Ubaydov Nosirkhuja Akhtamovich - the active member of the former "Islamic Revival Party".
During the investigation was identified that these act is a terrorist act and was aimed to destabilize situation, create an atmosphere of fear and panic in society and damaging the image of Tajikistan in the international arena.
The dissemination of the information by the Internet resources that these crime was organized by "Islamic State" terrorist organization was directed with the aim of removing suspicions from the terrorist organization "Islamic Revival Party", which is the main customer of this terrorist act.
During the investigation, the links of this terrorist group with other persons were established, such as ten residents of the Nurek city were detained and taken into custody, including two for sponsoring the group's leader Abdusamadov Kh. and 8 persons for hiding informing about the upcoming terrorist act.
